Case tracking for unaccompanied minors

250 dead, 600 injured — but every child whose parents didn't come home is a full-time coordination problem for someone.
Why now. Hospitals, shelters and ICBF (Instituto Colombiano de Bienestar Familiar) each keep their own paper log. When a child is transferred from a shelter to a foster placement to an aunt in another canton, the trail disappears. Encuéntralos handles the adult search side — this covers the small population of children who need active case-work.
What we'd build. A shared minor-case ledger with scoped access:
- Any authorised worker (shelter, hospital social worker, ICBF officer, verified family) writes to one record per child.
- Physical description, intake photo, current location, next step, decision log.
- Cross-linked with Encuéntralos so adults searching for a missing minor land on the right case file.
- Alert if a case sits idle for > 72 hours.
Why it wins. Target: every unaccompanied minor reaches a permanent placement within 30 days of intake. Kills the "we thought the other shelter had her" failure mode.
